You raise an interesting point about the core of fairy tales! Of course they didn't happen like we tell them, but they have a true core, and act like metaphors around that core. It is not necessary that the first Dementor originated from a Veela girl, but yes, I can imagine Molly reading this story to her grandchildren. :-)
